together with the representatives of Rivne municipality participated in the Opening ceremony of Boiler plant for Rivne Humanitarian Gymnasia, constructed under financial support of UNDP within the full-scale energy efficiency project, which is being implemented in Rivne since 2003. Technical decision applied during the boiler plant design and construction is unique for Rivne municipal heat supply, this is the pilot installation for heat supply problems solving in the region. The newly opened boiler plant will supply heat and hot water to the Humanitarian Gymnasia complex, Swimming Pool and neighboring residential houses.
Rivne is the pilot city for energy saving and energy efficiency projects implementation as long as all such UNDP initiatives were met with approval and support from Rivne authorities. That is why a number of energy saving projects were implemented at Rivne communal/municipal sites under support of both UNDP and city budget. "The project implemented by UNDP and local partners in Rivne focuses on developing and sharing solutions to the important challenges we face on various levels", - - points out Alexey Paschenko, UNDP Ukraine Programme coordinator on energy and energy efficiency, Rivne project manager, -" starting from climate change mitigation through reduction in fossil fuel consumption, to solving local technical problems (replacement of obsolete inefficient equipment) and economical issues (budgetary funds saving due to the efficient utilization of energy resources). Moreover, significant social effect is achieved owing to the established quality heat and hot water supply services, which still remains a typical problem for Rivne as well as the majority of small scale cities in Ukraine"..
The global environmental goal to be achieved by the full-size energy efficiency project in Rivne is to contribute to greenhouse gas emissions mitigation through significant reduction in fossil fuel consumption. These improvements will result from effective operation of the established "Municipal energy service company in Rivne" aimed to design and implement all necessary energy efficient measures in the municipal buildings through energy performance contracts or other applicable financial scenario, at once reducing the facilities' energy, operation and maintenance costs and contributing to environmental protection.
According to the words Ms. Svitlana Bogatyrchuk-Kryvko, Rivne Vice-Mayor in social and humanitarian issues, owing to this project not only selected educational institution received quality heat supply, but the Rivne city as a whole got significant saving of budget funds and effectual mechanism for similar projects implementation at other educational institutions: "The projects, implemented under the grant support of UNDP, show us a viable example how to receive high-quality services and at the same time save money. To my mind, such projects will be priority for Rivne Municipality for the next couple of years, since even prior calculations prove that schools and kindergartens of Rivne require tens of millions hryvnas for heat supply system rehabilitation.".

Almaty, 15 April 2008. "ESCO-Rivne" management presented company's experience in practical implementation of financial mechanisms in ESCO business within the framework of the international round table "Models of institutional financial mechanisms for energy efficient heat supply services".
The round table was organized by UNDP-led Project in Kazakhstan "Removing barriers to energy efficiency in municipal hot water and heat supply". The objective of the project is to lay the foundation for the efficient and sustainable development of municipal hot water and heat supply services both from demand and supply sides, and demonstrate this with an example of 2 pilot cities - Astana and Almaty.
Similar project is being implemented during 5 years in the pilot city of Rivne, Ukraine, therefore the operational experience of the Ukrainian municipal ESCO-company is interesting for the colleagues in Kazakhstan.
The round table participants learned the experience of operating the institutional financial mechanisms for energy efficient heat supply services in Russia, Ukraine and European Countries, discussed key concepts and trends in ESCO business. It was generally agreed by the round table experts, that realization of the project's objects and creation of fully operational ESCO-company in Kazakhstan would allow engaging end-users and suppliers into energy saving process, implement state energy efficiency programs at all levels, including Kazakh cities.
Provided that the planned measures will be implemented, the project's stakeholders can expect increase in energy efficiency, reduction of heat loss and overcome the lack of generating capacities in the future. This seminar was targeted at raising awareness and discussing with journalists issues of climate change and energy efficiency in Ukraine and worldwide, as well as role of journalists in drawing public attention to ecological problems and mobilizing communities to protect environment. The event was initiated by UNDP Rivne-based project "Removing Barriers to Greenhouse Gas Emissions Mitigation through Energy Efficiency" in partnership with UN Department of Public Information in Ukraine and UNDP Chernobyl Recovery and Development Programme.
Oleksiy Paschenko, UNDP Programme Coordinator on Energy efficiency, explained the origin of this initiative for Rivne journalists: "One of the key components of our project in Rivne is community mobilization for addressing their energy efficiency problem in our daily life. And mass media, in particular, are the critical mediators, who could fasten this process by raising people's awareness on this challenge and energy saving solutions". UNDP experts Oleksiy Mikhasyuk informed the participants about UN system environment-related activities and resolutions and Mykola Movchan presented highlights of UNDP Chernobyl Recovery and Development Programe activities in Rivne region and shared experience on this Programme cooperation with media.
The special guest-speaker of the seminar was prominent Ukrainian journalist, director of Media Dim TV programmes and News Editor-in-Chief at the national TV channel "Tonis", laureate of the national Ukrainian television award "Teletriumph" in category "Best TV reporter" (2000) Artem Shevchenko. Artem Shevchenko conducted presentation "Climate Change - a Hot Topic?" and led the discussion with the local journalists on whether climate change along with other environment topics are worth of journalists' attention. Also, he delivered the lecture for students studying journalism at the Rivne International Economics and Humanitarian University after Stepan Dem'yanchuk on thematic journalism and shared international and his personal experience on highlighting environment issues.
Shevchenko stated "I think climate change and energy efficiency issues should become more and more "hot" topics for journalists. Besides, environment journalism is getting more priority in the world media and Ukraine should not lag behind. " I am grateful to the United Nations Development Programme for this opportunity to share my experience with the regional journalists. And I hope that journalists of other regions will also participate in similar seminars", he added. The seminar was closed by the educational press-conference on environment journalism conducted by freshmen and junior students-journalists of the Rivne University.
September 6, 2007, Astana: ESCO-Rivne expert Mr. Oleksandr Kravchuk participated in the exception workshop for national stakeholders organized by UNDP Kazakhstan within the framework of the recently launched UNDP/GEF "Removing the barriers to energy efficiency in municipal heat and hot water supply" project in Astana. The objective of the Project is to reduce greenhouse gas (GHG) emissions from the municipal heat and hot water supply systems and to lay the foundation for the sustainable development of these services in Kazakhstan taking into account local as well as global environmental considerations. This event was aimed to familiarize the partners and stakeholders with main project goals and objectives. The list of stakeholders include key ministries, municipalities of Astana and Almaty cities, energy and heat supply companies, scientific institutes, Kazakhstan and international banks, experts of international organizations and NGOs.
ESCO-Rivne shared its experience in ESCO business development in Ukraine, legal framework necessary to promote energy efficiency, institutional mechanisms for organizing energy efficient heat and hot water supply services and leveraging financing for them, as well as lessons learned within the similar project implementation. ____________________________________________________________
UNDP/GEF "Removing the barriers to energy efficiency in municipal heat and hot water supply" in Kazakhstan project's Strategy is a promotion of heat supply development with low level of GHG emissions in Kazakhstan. Within the Project, the Government of the Republic of Kazakhstan will be assisted in reviewing and revision of current legal and regulatory framework in municipal heat and hot water supply. Project activities will be also referred to capacity building of local heat supply companies and Association of Apartments Owners (AAOs). Number of activities is addressed to introduction of new institutional and financial models on investments attraction; monitoring, evaluation and dissemination of project experience and lessons learnt for effective replication.

The delegation from ESCO-Rivne and UNDP project staff and stakeholders participated in the 4-days "Sustainable Regions and Municipalities 2007" Conference held in Vaxjo, Sweden, on May 06-10.The delegation consisted of the following persons: Ihor Katulskyy - Head of the Board, JSC "ESCO-Rivne", Vasyl Slyvka - Head of the municipal department of transport, Rivne municipality, Alexey Paschenko - UNDP/GEF Project Manager, Nataliya Olshanska - UNDP / GEF Project Assistant / Communication specialist.
The purpose of "Sustainable Regions and Municipalities 2007" conference was to give local and regional representatives an opportunity to discuss this practical work with other European regions and cities to obtain new ideas and inspiration on strengthening Institutional capacities and capabilities of municipalities/regions.
The conference was organised in co-operation with ManagEnergy (EU DG TREN), FEDARENE (association of European Regional Energy Agencies), Swedish Energy Agency (STEM)/ Swedish Climate Municipalities, Swedish Road Administration, Vaxjo University, Sweden, FSEK (Association of Swedish Regional Energy Agencies) and ECOMM (European Conference on Mobility Management).
Plenary session, Workshops, meetings and discussions about real actions - that was the main contents in the international conference "Sustainable regions and municipalities". The participants could also visit an exhibition, eco drive and see practical examples how to work with RES and EE in and around Vaxjo during the field trips.
In total over 280 participants from 25 countries attended the event.
We were extremely interested in meetings with potential partners to be attracted to ESCO-Rivne projects and in learning Scandinavian experience in fossil fuel free initiatives, development of clean vehicles, biofuels and transport infrastructure in a regional perspective, pursuing EE in housing and industry and bioenergy as an engine in sustainable regional development.
Ukrainian delegation also participated in the field trips to the bio-fuel filling station, Biogas upgrading and filling station at Sewage treatment plant, Biomass Gasification Centre, Biomass CHP, Small Scale District Heating Facilities, Energy advisory service and energy exhibition hall.
During several meetings with the representatives of Vaxjo municipality, Transport department, Strategic planning department, Energy Agency for Southeast Sweden Director, CHP manager, ESCO company representative and others, we have shown that UNDP / GEF Projects in EE and the ESCO-Rivne Company having unique operational experience in Ukraines' municipal sector are ready to cooperate with Scandinavian partners in ESCO's operation expanding, capacity building and knowledge-transfer basis.
Moreover, the conference was of major importance for project stakeholders, who's got a unique opportunity to see "at first hand" the viability of ESCO approaches applied, Energy Efficiency and fossil free initiatives in reality.
The trip aimed not only to learn World's and Europe's best practices in Sustainable Energy, but also in ESCO-Rivne introduction and search for potential partners for ESCO-Rivne among energy market players.
It's foreseen that Energy Service Company ESCO-Rivne Ltd. will be engaged in the UNDP / GEF energy saving project Phase 2 implementation in the city of Rivne. Misksvitlo (communal enterprise of municipal subordination / ownership) affiliation to the Energy Service Company ESCO-Rivne Ltd. shareholders will secure Rivne city cooperation in the project and ensure complying with the conditions of technical assistance granting in amount of U$D 3.5 million.
Another (private) founder of the Energy Service Company ESCO-Rivne Ltd. is the Independent Energy Company (Great Britain) now investing U$D 1.7 million and 10 million more in future for energy saving programme implementation.
The technical assistance's Phase II foresees combined heat-and-power plant rehabilitation on Makarova St. and heating mains reconstruction in the city of Rivne.

On 21st of March, 2006 in the press-room of the Ukrainian National Information Agency UkrInform the press-conference related to summing up of the Ukrainian national round of International Youth Projects Contest ENERGY & ENVIRONMENT took place. The contest has been intended for the schoolchildren, vocational schools students and teachers. The contest participants had to write an individual or composite work on two proposed topics: Rational Use of Energy or Use of Renewable Energy.
The Contest has been initiated by the International Organization SPARE. The Committee for fuel and energy, nuclear policy and safety of Verkhovna Rada, UNDP, State Academy of Housing and Municipal Economy, Small academy of science environmental center and Ukrainian office of Danfoss Company.The Contest has been held during three months - January - March, 2006 and covered more than 20 000 schoolchildren from 14 oblasts of Ukraine.

Representatives of Rivne Central Municipal Hospital, Rivne Municipal Delivery Hospital #2, ESCO-Rivne and journalists of local and national mass-media.
The present Project foresaw complete rehabilitation of the idle boiler-plant, including construction and assembly jobs, tendering and procurement of all necessary equipment and services, and turn-key commission. After the tender the Viessmann hot-water boilers were purchased and installed in the new boiler-plant. These boilers run on natural gas and have efficiency more than 90%.
The performed works allow improving the heat and hot water supply to the big city hospitals - the Central Municipal Hospital and City Delivery Hospital #2, ensure the patients' comfort stay in both hospitals and reduce expenses for heat energy supply.
This Project has been joint financing by Rivne Municipality in according to the City Energy Efficiency Program and UNDP in the framework of "Climate Change Mitigation in Ukraine through Energy Efficiency in the Municipal District Heating" project. The total cost of the Project was almost 3 million of hryvnas: 1 500 000 UAH were provided by the Rivne Municipality (building and assembly jobs) and 253 000 U$D - by UNDP (project design and technical specifications, all necessary equipment procurement). ESCO-Rivne was the Project's General Contractor and this very Company will operate the new boiler-plant.

In total more than 150 members from 30 countries participated in the ESCO Europe Conference. They represented energy service companies, energy agencies and firms supporting energy efficiency, as well as financial institutions providing services for energy saving agents.

After two Conference days the post-conference seminar "Investment Grade Energy Audit" conducted by Ms. Shirley J. Hansen, President, Kiona International, USA, took place. Ms. Hansen is the author of "Performance Contracting" and "Investment Grade Energy Audit" books and is internationally recognized as a leader in performance contracting field.
ESCO-Rivne and UNDP / GEF Project delegation participated both in the Conference and the post-conference seminar. The trip was very interesting and cognitive since we have a unique opportunity to learn the foreign ESCOs experience and their best practices, as well as establish personal contacts with potential partners and investors.

Mr. O’Donnell is the United Nations Resident Coordinator and the United Nations Development Programme (UNDP) Representative in Ukraine.
The agenda of Mr. O’Donnell’s visit foresaw a lot of meetings with local authorities ans counterparts. In particular he had a meeting with Rivne Oblast Governor Mr. Vasyl Chervoniy, Rivne Mayor Mr. Victor Chaika and Ostrog Mayor Taras Pustovit. Mr. O’Donnell gor acquainted with combined heat and power plant at Knyazya Volodymyra St., 71 in Rivne and sewage disposal plant of “Ostrogvodokanal” enterprise, where “ESCO-Rivne” has installed new energy efficient technologies.
Mr. O’Donnell was accompanied by the manager of “Climate Change Mitigation in Uktaine through Energy Efficiency in Municipal District Heating” project Mr. Alexey Paschenko and “ESCO-Rivne” Director Mr. Victor Zakladny.
The project supported the Municipal Energy Company in Rivne creation. The company introduces energy efficient technologies new to Ukraine.
The total cost of the project’s First Phase is 2`155`000 USD; this includes a technical assistance grant of 1`840`000 USD from Global Environmental Facility. These funds were used to increase efficiency of the heating system in Pivnichniy micro-region, one of the four residential districts of Rivne. Every segment of the heating system (generation / transportation) had been renovated. Thanks to this project, residents of the district enjoyed all-year round hot water for the first time in several years.
“I am very impressed that such a relatively small investment – 2 million dollars – could have affected so many people, almost 20 per cent of the city’s entire population , “ O’Donnell stated after visiting the heating plant”. “ When we think of the number of homes provided with hot water, it’s just fantastic”.
“This is a very good example of how we can bring the public interest and private enterprise together for the common good. And it shows how much we can do with a modern technology at a relatively low cost”, O’Donnell declared.
Mr. O’Donnell together with Mrs. O’Donnell have familiarized with activity and goods of “Ukrburshtyn” enterprise, visited the castle of Ostrog princes and Catholic Cathedral.
Mrs. O’Donnell has visited “Pahinets” center for early intervention and social rehabilitation of special needs children and promised her assistance in improvement of heating and hot water supply to the center.

Victor Zakladny, “ESCO-Rivne” director, took part in this exhibition as a member of Ukrainian enterprises delegation invited by “Wiessman” corporation with a view to familiarize Ukrainian colleagues dealing with heating, ventilation and hot water supply with production facilities of “Wiessman” plant. The business trip was useful in experience-exchange with the specialists in the branches of heat supply and boiler fabrication.

More than 40 municipalities of Ukraine participated in the event. The key issues discussed were the prospective ways of energy savings in municipal sector.

Mr. Anatoly Kopets (the Head of “Association of Energy Saving Cities of Ukraine”) - reported on the necessity of preliminary heat supply expenses monitoring as an important component for power inputs analysis, realization, energy efficiency projects’ design and implementation database creation, and monitoring / comparison background of actual energy consumption before and after project’s implementation.
Mr. Borys Pugach (Ministry of Fuel and Energy representative) - presented the seminar participants’ his report on problems of heat supply and decentralization of heat supply system as a whole. According to report, the principal ways of further heat supply market development were the following: (1) personal (local) boiler-plants creation; (2) rehabilitation and building of new centralized boiler-plants; (3) implementation of co-generation. Disadvantages and advantages of proposed heat production schemes were shown. In case of further price increasing on energy carriers’ the most perspective way will be the creation of combined heat and power plants.
Mr. Olexiy Khobotyuk (representative of “Arena-EKO” company, Ivano-Frankivsk) - has told about life example of energy audit implementation in the city of Ivano-Frankivsk. On the basis of achieved results the project of two combined heat and power plants construction was designed. Now one heat and power plant is already built. The results of its activity are positive and the next heat and power plant building is planning.
Mr. Oleg Luksha (the city of Uzhgorod) - has a report about the potential energy saving market capacity in municipal sphere of Uzhgorod.
Mr. Volodymyr Burdon (Deputy Chief of Chernigiv Municipal Economic Department)– monitoring as an instrument of heating expenses regulation.
Mr. Andriy Rudyk (Vice-President of MATEK Company)– goals and objectives of the International Association of Thermo-Generating companies.
Mr. Dmytro Zaruba (Vice-President of the TECHNOTHERM Company, Kyiv)– problems of energy saving projects implementation.
The major problems were determined to be: Absence of stable sources of funding for the energy saving / efficiency projects Imperfect legislative basis for energy saving projects payback / reimbursement
Thus, the speech of ESCO-Rivne representative about the potential for comprehensive energy saving services provision (including Client’s premises energy audit, project design, funding and implementation) was very relevant. During the lively discussion followed the speech the prospects of further collaboration between ESCO-Rivne and other municipalities were determined.

We are the only one company in Ukraine that offers energy saving services in the communal sphere. Our Client hasn’t to find available funds or obtain bank credit, analyse its energy consumption state and find out technical decisions of energy consumption reduction. We offer turn-key implementation of the economic, environmentally and social effective and promising projects.
For these purposes we have all necessary technical and financial resources, experienced and trained staff. We can solve any technical problem – from large-scaled city-wide projects to small ones on the building or apartment level.

During the last year ESCO-Rivne has performed 10 contracts in Rivne, 4 more contracts are now on-going, including 2 projects (heating main construction from Naberezhna St. to the Myra Avenue and Central Municipal Hospital Boiler-Plant construction) implemented under support of UNDP.
Project monitoring allows showing the actual saving after the works completion. It also serves as a basis for all settlements between the client and ESCO-Rivne. Besides, monitoring data can be used to show the environmental effect of the project.
During this meeting the issue of CJSC “Municipal Energy Service Company in the city of Rivne” reorganization into the Opened Joint Stock Company “Municipal Energy Service Company in the city of Rivne” was discussed. In accordance to the accepted decisions the following organizations were informed about:
This reorganization is implementing to raise company’s investment attraction for foreign investors. The decision about part of shares’ distribution among the Company staff was taken with the purpose to increase persona; interest in company’s successful operation.
The purpose of this visit was to estimate the UNDP / GEF Project "Climate Change Mitigation through Energy Efficiency in Municipal District Heating" ( the Pilot Project in the city of Rivne) Phase One results, and possibilities of Project’s extension with Phase Two.
During the visit Mr. Lavoie held briefing and meetings with UNDP management, representatives of Ministry of Economics and European Integration of Ukraine, and authorities of Rivne city and oblast.
But the major part of Mr. Lavoie visit to Ukraine was devoted to analysis of company’s activities and “ESCO-Rivne” development outlooks. During meeting with Company management a number of issues related to prospective and current ESCO operations and the optimal ways of their solution were discussed. Mr. Lavoie shared with ESCO staff his experience in foreign energy service companies activities and discussed the special features of Ukrainian energy saving market.
Mr. Lavoie visited the sites where energy saving projects were implemented by ESCO-Rivne and promising objects for up-to-date energy saving technologies to be implemented. Being a specialist in ESCO-business Louis-Philippe Lavoie highly appreciated the potential of Ukrainian energy saving / efficiency market.

With knowledge of Project’s Phase One results, the foreign expert positively reported about the overall results and mentioned the Project’s and Company’s readiness to the Phase Two in full correspondence to the set time constrains and scopes.
Moreover, Mr. Lavoie as one of the “Econoler International” directors, expressed his interest in collaboration between the companies, especially in experience exchange and common projects implementation in Ukraine. Summarizing the Mr. Louis-Philippe Lavoie visit ESCO-Rivne activity was highly appreciated and now there is a very good chance to establish long-term partnership with the world-known Canadian energy service Company Econoler International.
