The "Energy Efficiency in Ukraine's Educational Sector" project has been initiated by the UNDP Office in Ukraine in 2006 with the overall goal to increase the growing generation's awareness of energy efficiency, energy saving and climate change issues, and develop the viable model for increasing educational institutions' energy efficiency on a sustainable basis. Total amount of financing comes to 315 000.00 U$D that allowed to implement 3 pilot technical projects optimizing energy and heat consumption at schools, develop electronic database of Ukrainian school buildings, conduct a comprehensive survey on climate change / energy-saving awareness among schoolchildren and teachers, commence with the development of Interactive Learning Environment "Environmental Studies / Energy Efficiency".

click for details In particular, applied technical solutions include: 1) optimization of heat and power supply system without change of the heat supply provider (ablution of the internal heating mains, installation of the Commercial Heat metering and regulation unit and replacement of outdated incandescent lamps with the modern energy saving lamps (secondary school # 4 in the city of Rivne); 2) replacement of outdated heat generating equipment at the boiler house with new highly efficient one (secondary school #17 in Tynne village, Rivne oblast); 3) switching from furnace to electric heating (secondary school in Dunayiv village, Lviv oblast)

According to the words of Ms. Svitlana Bogatyrchuk-Kryvko, Rivne Vice-Mayor in social and humanitarian issues, owing to this project not only selected schools received quality heat supply, but the Rivne city as a whole got significant saving of budget funds and effectual mechanism for similar projects implementation at other educational institutions: "The projects, implemented under the grant support of Government of Japan and UNDP, show us a viable example how to receive high-quality services and at the same time save money. To my mind, such projects will be priority for Rivne Municipality for the next couple of years, since even prior calculations prove that schools and kindergartens of Rivne require tens of millions hryvnas for heat supply system rehabilitation".

click for details "Since today energy saving is one of the most important environment protection measures and owing to huge experience of Japan in this area I think that our collaboration should be extended" - Mr. Ambassador Mabuchi stressed. "I am sure this project will become a good start for energy saving activities and they will be supported not only by the Government of Japan, but private Japanese companies experienced in state-of-the-art energy saving technologies also".

Rivne is the pilot city for energy saving and energy efficiency projects implementation as long as all such UNDP initiatives were met with approval and support from Rivne authorities. That is why a number of energy saving projects were implemented at Rivne educational institutions under support of both UNDP and city budget. Henceforth Rivne region is going to proceed with the started activities and do not stop half-way. In particular these questions were raised during the meeting of H.E. Ambassador of Japan in Ukraine Mr. Mutsuo Mabuchi with the Head of Rivne Oblast State Administration Mr. Victor Matchuk, Head of Rivne City Council Mr. Yuriy Torgun, Rivne Vice-Mayor Mr. Oleksey Khmyletsky and authorities of municipal and oblast departments of education.

click for details During site visit to Rivne schools where pilot technical projects have been implemented, the Ambassador of Japan to Ukraine, H.E. Mr. Mutsuo Mabuchi expressed his satisfaction with the wide range of works performed, variety of technical solutions applied and flexible financial approaches developed.

Project management and group of experts has reported about the achieved results to-date and, in particular, development of educational course in energy saving / climate change mitigation, supported by the Ministry of Education and Science of Ukraine.

The visit of H.E. Ambassador of Japan in Ukraine Mr. Mutsuo Mabuchi has been concluded by a press-conference for local and national mass media. During the press-conference Mr. Mutsuo Mabuchi has stressed that: "Environmental education is very important for preserving the beauty and richness of the country - in this exactly I see the significance of the project".
